In 2023, Dr. Babangida Ruma was appointed by Governor Dikko Umaru Radda as the Director General of the Katsina State Enterprise Development Agency (KASEDA) — the state’s primary institution for supporting micro, small, and medium enterprises. The appointment was a natural progression from his earlier role as Technical Assistant to the Governor on Enterprise Development, in which he had already begun shaping the state’s approach to digital economy policy and MSME support.

Under his leadership, KASEDA has been repositioned from a passive agency into an active engine of enterprise transformation — connecting entrepreneurs to funding, training, markets, and state support in ways previously unavailable to ordinary Katsina residents.

What Dr. Ruma Has Delivered at KASEDA

Dr. Ruma restructured KASEDA’s mandate and operations from the ground up, introducing new frameworks for MSME registration, support, and monitoring that gave the agency deeper reach into local government areas across Katsina State. Small business owners now have a clear, structured pathway to access state enterprise support for the first time.

Dr. Ruma has been the most vocal advocate for Katsina State’s digital economy. He made the case, backed by policy analysis, that the state could generate an estimated ₦10 million daily from digital economy activities — if the right infrastructure, regulation, and support systems were in place. These recommendations have since informed the state’s enterprise strategy.

Under Dr. Ruma’s direction, KASEDA has facilitated connections between Katsina’s entrepreneurs and federal funding windows, state grants, and capacity building programs. Entrepreneurs who previously had no pathway to government support now engage directly with the agency for business development assistance.

Dr. Ruma has ensured that KASEDA’s programs are inclusive by design. Women entrepreneurs, young business owners, and informal sector operators have dedicated access pathways within the agency. His DigiTopUp initiative — enabling housewives to earn up to ₦80,000 monthly from zero capital — exemplifies this commitment to broad-based enterprise inclusion.

In 2026, the Federal Government of Nigeria appointed Dr. Ruma as the State Coordinator of the National Brand Development and Made-in-Nigeria Project Office for Katsina State. Governor Radda publicly celebrated the appointment as a major economic milestone, crediting Dr. Ruma’s sustained track record in promoting homegrown enterprise.

In this role, Dr. Ruma leads efforts to identify, certify, package, and promote goods produced in Katsina State for national distribution and export — building a recognisable Made-in-Katsina brand identity that communicates quality, authenticity, and local pride.

The dual appointment — as both KASEDA Director General and National Made-in-Nigeria State Coordinator — positions Dr. Ruma as the central figure in both state and federal enterprise machinery, creating a powerful integrated support system for Katsina’s manufacturers, artisans, and agro-processors.
